I didn't you could edit IC files under Windows :-)

I like NEdit.  However, Bluefish is good too. It has a nice MDI interface
and some helpful html tools and such. I added some of my own pattern matches
to help with ITL syntax highlighting.  http://bluefish.openoffice.nl
