By the way, that is how a colon looks when double-encoded. It is
%25 (the % sign) followed by 3a. When decoded twice, that becomes
a :, which is what I thought the problem was.

Please give me an actual example of a URL, what Mozilla gives,
which HTTP server it is running on, which link program, etc.
