It was actually a tar archive -- the MIME type was incorrect.

Basically it looks like the MVC_FIELDMUNGE needs to go into the 
variants.txt definition for Oracle, and the changes I made for 
MySQL/PostgreSQL for dbconf/*/variants.* need to be done for Oracle too.
