[ic] Redhat 8.0, Interchange 4.8.7, Server Error 500 on Design

This is in the archives, I believe it has to do with 8.0 version of perl,
and/or that 8.0 comes with Apache 2.0. You may have to downgrade both.
search in the archives for this.
