This appears to be a CPAN behavior change -- I ran into this as well
when installing Bundle::Interchange the last time out.

In the past, our specified version enforced install of the proper
SQL::Statement -- CPAN doesn't appear to be honoring version any more.

I have changed Bundle::Interchange to call out SQL::Statement::Hash,
which will restrict it to 0.1021.
