[ic] Interchange server not available

Hello all,
IC server is running. but I receive error when accessing
localhost/cgi-bin/foundation (its there) and when trying admin link and
customer entrance link. I checked my http error log:

file does not exist /var/www/html/scripts
file does not exist /var/www/html/_vti_bin
and a few other files as well, MDAC etc.

I installed from RPM, why are these missing and how do I resolve this?
I'm digging thru the maillist archives for clues, any help would really be
aprreciated.
