[ic] Adding more catalogs

I'm using 4.8.6 under RedHat 8.0. I installed from the tarball as a 
normal user and everything works fine.

Now a different user wants to run a catalog.. what's the best way to 
configure this? All the IC files exist under the first user's home 
directory. Just for kicks I installed the tarball in the second user's 
home directory and both that and the first users original catalog seem 
to run ok. But I'm guessing this isn't the most efficient setup.
