It sounds as though Interchange is not actually running.
as root run:
/sbin/service interchange restart

then as the interchange user (user you installed interchange catalogs with)
run:
/usr/lib/interchange/bin/interchange

or if you installed it under "/usr/local/"
run:
/usr/local/interchange/bin/interchange
