Just kidding.  Nothing that bad yet.

I am trying to install IC 4.9 on a shared server, so I don't have root rights. 
I have looked at the Getting Started PDF document.  Here are my initial questions:

Is root access required to install?

Do I need to setup a DB, or is that part of the install?

What else do I need to do, setup, install to get a smooth install?
