[ic] Missing ConsigneeCountry Errors

(note: I asked this question before, and haven't been able to find the
answer yet, so I'm hoping someone can give me new insight on it)

Our interchange install gives the following error on the shipping
methods.
  
   [method descriptor]: Missing ConsigneeCountry

On top of that, the shipping mode and shipping totals refuse to get
calculated for receipt.html as well as the email reciept that goes out.

What might this problem be indicative of?
