Those permissions (0770) will work, although you don't need execute
permission on a configuration file.

Your problem is bound to be that you're not starting Interchange
as the 'interch' user and so your user ID doesn't have read access
to the interchange.cfg file.

If that's not the case then perhaps the 'interch' user doesn't have
access to your "/usr/local/interchange" directory.

One other thing: use "--restart" instead of "restart".  Use "--help"
for a full list of valid switches.
