There is little difference in operation between "low" and "high" in
this case.

If it is failing that fast, it might be a signal problem. Best bet is to
try "rpc" mode with MaxServers 0. That last is important (it is the
default in the latest versions) -- it is what prevents IC from using
signals at all.
