[ic] pgp not working - is there a guide somewhere as to how to set it up for interchange

You should always include the OS distribution and version, as well as 
the version of Perl and programs you're having troubles with; in this 
case IC and PGP.

Without knowing a lot of the details, my initial guess is that IC, which 
is probably running as user interch, is firing up PGP but you setup PGP 
and your rings under a different user and therefore IC doesn't know the 
location of the ring or doesn't have access to them...
