[ic] Admin UI rounding dollar amounts?

Searched mailing list archives and the web and RTFM. :)

This one has me stumped.  After upgrading from 4.8.6 I noticed that all
dollar amounts in the AdminUI are rounded.   The rounding issue appears
to reach across catalogs.  (ie: I did a makecat for a catalog named test
and took the defaults, the rounding issue is there also)

I've checked all my config variables and I'm lost.   I'm sure this is an
easy one staring me in the face, but I being the far sighted guy I am,
I'm still blind.  :)   Any ideas?
