You have to Apply Changes (which executes a catalog reconfig) after 
modifying any *.cfg files (or any separate files called by *.cfg files, 
such as catalog-level usertags), the variable table, or shipping methods. 
If you have done this, and the changes still have not kicked in, check you 
error logs and inquire with your hosting Co for support.
