[ic] Billing Error -- Shipping charged on receipt, but not at gateway

Our store for some reason is not processing orders at cybercash 
correctly.

Here is an example order:
Subtotal: 28.96
Shipping:  7.98
Total:    36.94

For some reason CyberCash has only charged this customer 28.96.  The 
shipping wasn't billed.  What would lead to this problem?

Most orders do not have this problem, but some do. Has anybody seen 
this before?
