The best solution to the problem, IMHO, is to get a new hosting account.

4.9 has a lot of features for reducing memory footprint.  Try running 
'bin/findtags', which will help you remove any tags from the daemon that 
you aren't using in your catalog.  You could trim down the UI in other 
ways, throwing out features that you don't use (and thereby the related UI 
tags).

If the problem is too many daemons spawning, then try reducing your server 
levels in interchange.cfg.

If you have control over Apache, you can also try running the (very cool) 
new mod_perl_interchange implementation, which will save you some memory too.
