[ic] Minimum charge functionality?

Hi everyone,

I've been using the Minimum shipping charge function of the shipping section
in IC 4.8.6 and I was wondering can anyone tell me what kinds of safeguards
this provides against a order showing up as $0.00  Based on the fact that
the online UPS query has a tendency to return $0.00 every now and then, what
would be best way to insure that a minimum charge is applied without going
to a local UPS lookup table?
