Are you saying that mv_shipmode is empty/undefined when users are logged 
in? Yes, that could be a problem. I don't recall what version you are 
using, but there should be a line in your catalog.cfg:

ValuesDefault   mv_shipmode     __SHIP_DEFAULT_MODE__

If it is not there, you could add it, and be sure that the catalog variable 
SHIP_DEFAULT_MODE contains a valid value, then Apply Changes.
