I have the opinion that the installation process when doing an upgrade
does not overwrite all of the files as you might expect. Therefore try
renaming your interchange directory to something like interchange.old
then do a fresh installation. Then copy the original cfg files, usertags
& custom modules over to the new interchange folder & start ic. I
suspect you will see the error disappear. This may not be perfect but
does seem to have worked for several of us now.

P.S. Or you can try tracking down each error prone file & replacing by
hand?
