[ic] Index.html

This should be simple enough  but I appear to be missing something? When I try 
to change using Admin I can change HTML  and apply changes, publish, and have 
restarted. Changes do not show up in catalog. Looks like a permission problem 
but what perms do I Need to change?

Heres the error message:
