Is there an alternative for "ExecutionLocale  C"?

As I understand from the Perl and Bash docs I can setup the locale of my
environment and the locale in which Perl is running, too. But nothing is
working. IC insits of an execution locale of de_DE.

Am'I something missing? Why could IC ignore my environment of the shell and
of Perl?

Why is my old system running fine, i.e. calculating correctly and the new
one
is broken?

The old one has the env LANG=german, the new one LANG=de_DE (which is
similar). On both systems I get with perl -V:d_setlocale
d_setlocale='define';
