[ic] IC tags for non super user admins

I read in the archives about people having issues with using IC tags in
product descriptions if the admin was a non super user.  We are seeing
this on one of our 4.8.3 catalogs and after grepping through the code
for about a half hour I was unable to find where the ic tags are escaped
for non super users.  We'd like to allow our non super user admins to be
able to put IC tags in the database.  Any pointers to where these checks
are done?
