[ic] makecat bug

After installing IC, I tried to makecat and I got the
following error:

Can't write /path/to/etc/makecat.cfg: No such file or
directory

But if you just mkdir etc in /usr/local/interchange
before running makecat, the makecat.cfg file is
created just fine.

Is there a reason that directory isn't created during
installation?
