You have to edit the selected shipping methods in your country table.
Here is what we are currently using for
code 	shipmodes
US:  	GNDCOMI 3DSI 2DAI 1DAI USPSPM

GNDCOM  I think was foundation default.

I usually copy the existing shipping method then create a new one. I called
it GNDCOMI for internal lookups, same goes for 3 Day Select, 2 Day, and Next
day air.
The defualt GNDCOM also used the internet to lookup UPS rates - I had a few
connection problems with the online lookups returning shipping with 0 -
internal lookups are much faster.

Make sure you restart, or apply changes each time you change the country
table, or your shipping.asc file.

It took me a while to get these shipping methods to work, with a little
patience it'll come... just keep pluggin' away.
