[ic] Interchange Freezing Up

Some live monitoring during a freeze up gave me some info.  I was
watching top and during the crash there were tons of interchange
processes.  Top started freezing up so I quit it and got the error:
-bash: fork: Resource temporarily unavailable

Still stumped.  Unfortunately it's brought the server to it's knees
(dual xeon no less)
