[ic] Bug: Ship Notice in Standard Catalog with 5.3.0-200501160658

The /ship_notice in the current standard catalog does not include the 
logic to notify users when an order is canceled. The following code 
should work:

To: [scratch ship_notice_email]
Subject: Your order number [loop-code] has [if cgi ship_all eq 2]been 
CANCELED.[elsif scratch ship_now_complete]completely 
shipped![/elsif][elsif !scratch ship_notice_complete]partially 
shipped[/elsif][else]shipped![/else][/if]
