No, top posting means that you post your reply above the text you're
replying to.  This is considered bad form.  The proper way to reply is
to add your reply text in after each point made in the text as I'm doing
here.  That way when people read the email in the archives later on they
can easily follow each issue included there and the full conversation
leading to a resolution and don't have to try to match up which parts go
with what.

This means that your perl is missing a module that Interchange needs to
run.  There are several perl modules that usually need to be installed
prior to running Interchange on a server.  You should contact your
hosting provider and ask them to install the
"Bundle::InterchangeKitchenSink" bundle onto the server for you.  They
will probably do it for you if you ask.  if they won't then you'll have
to install them into your own space on the server as a non-root user,
google for "installing perl modules as non-root" for lots of web pages
telling you how to do so.
