[ic] Problems with IC 5.4 and access.asc file lock.

The problem is All version of Mini Vend and IC from 4.X.X to 5.2.1 work
great.  It is only with 5.4.0 that things are broken.  I looked at my CVS
version and it does not have any of the 5.4.0 and newer files.  I will
refresh mine to the latest CVS version and see if I can find out where it
breaks.  Thanks!

Server.pm did not fix my problem.
