This answer is composed of two parts.

1.  The ability to compose syntactically correct Perl structures such 
that when parsed by the Perl complier no errors are found.

2.  The ability to execute successfully complied Perl such that a 
"useful" result is obtained.

The programming style in IC is consistent with a large body of prior 
Perl art.  This can be verified by examining any number of core modules 
included with the standard distribution, as well as any number of CPAN 
modules, as well as any number of Perl based frameworks including AxKit 
and Maypole.
