[ic] Rewriting URLs made with [area href="..." arg="A"]

I see from the docs how to use
[area href="foo" arg="bar"]

to generate a URL such as
http://www.example.com/foo.html?id=6CZ2whqo&mv_arg=bar

Can anyone dream up a rewite rule that would change
http://www.example.com/foo.html?id=6CZ2whqo&mv_arg=bar

into
http://www.example.com/bar.html
