Well, you are giving too little information.

Are all ITL tags being displayed in HTML page, or just some ?

If the answer is 'all', I suggest you give more details
about the Interchange versions on live and test server,
and the procedure how you installed IC on test server and
copied the pages..

If the answer is 'some', then just copy the additional
tags from the live server into test server's repository.
(somewhere in path/to/interchange/code/)
