[ic] interchange server is unavaiable

I finally got the dbd:Pg problem working right but when
I create the demo catalog an try to go to it. I get this error


      We're sorry, the Interchange server is unavailable...

We are out of service or may be experiencing high system demand. Please 
try again soon.

I looked at the error.log
I see a CGI mapping error: REQUEST_METHOD is not defined at 
/usr/local/interchange/lib/Vend/server.pm line 189

need help
