[ic] Single IP causes Denial Of Service

I've just finished having a run-in with the discobot.  I didn't have
it in RobotUA and it was repeatedly accessing the same dynamic page at
short intervals with different session IDs appended, making IC
inaccessible.  It seems like a single IP shouldn't be able to cause a
DOS.  Is there anything I can do to prevent this type of situation in
the future?
