It basically means that PERL_SIGNALS is set to "unsafe".  This is the
default setting for newer versions of interchange and the recommended
setting for all versions and despite the "unsafe" it is actually known
to be more reliable than the newer style signals that perl uses by
default now.  Without it many people have been known to have problems
with external programs being run from IC.
