[ic] Reading/Writing Files in UTF8 mode

Hello,

I just discussed with Peter on IRC about the UTF8 bug reported by him:

We found that images are corrupted because they are converted to UTF-8
by Vend::File::writefile.

We came to the conclusion that only text files qualify
for being treated as SQL.

Examples are pages, included files, etc.

We will investigate this further.
