I can discuss this more next week, but you should also include chronopay.com 
in this list, based in the Netherlands but with licences for Visa/MC in EMEA. 
I got half way through building a 3DS module for them, but at the point where 
I needed a full a/c to complete it other things took over. I do need to 
complete this module anyway.
