[ic] Vend::Track lengthy headers cause ISEs in Apache

Folks,

I just committed changes to fix the 500 error from Vend::Track, disable 
UserTrack & TrackFile by default, and warn the user in the admin that 
running a traffic stats report doesn't work with no TrackFile defined.

I believe this incorporates feedback from everyone who commented on the 
topic.
