Thanks, Josh. I brought back and incremented the UserTag Version number. 
Though they're no longer auto-generated by CVS, we've been keeping them 
because it seems like they can be used to require a minimum tag version or 
something. My memory's vague on that. :)

Anyway, that's committed to mainline Interchange now.
