Hi Racke

A pull request using Getopt::Long has been sent. I guess there are 
others that could do a better job, but I don't know them. I saw a 
presentation telling there are 63 cli option modules...

Anyway, I paramererized the mysql and postgres versions and made a 
--clean option.

Turns out SQL::Translator will produce IF EXISTS for postgres versions 
 >= 8.2. A reasonable default is 9.
