[ic] Issue with re-installation on new server -- Socket Issue (including Stacktrace)

Hello,

The problem seems to be with the socket file, or something that should 
be attaching to it and answering, but isn't


socket(PF_FILE, SOCK_STREAM, 0)         = 3
connect(3, {sa_family=AF_FILE, 
path="/home/user1/usr/local/interchange/etc/socket"}, 50) = -1 
ECONNREFUSED (Connection refused)
close(3)

Any help would be greatly appreciated.
