[mv] MV 3.14-5 line items and [if]

I'm trying to understand why somethings work and some don't that are
documented.  Perhaps I need a better understanding of the definition of
'is.'

I never received comment about what I was doing wrong with the code
examples from the MV 3.14 docs, but I did find a user tag from the
archives that worked.  I'd still like to know why the coding example
from the documents wouldn't work otherwise I'm not learning anything
from this process.

The other issue is the proverbial [if] that everyone seem to ask about.

Using the user tag for line items, and this if:
    [if type=explicit compare="[line_items] > 19"]
I was able to get MV to work as I needed.  My question is, based on the
documentation, why didn't these [if] work too:
    [if value line_items > 19]
or
    [if [value line_items] > 19]

also, where are the 'types' documented for [if].  I gather that explicit
and value exist, but I'm not sure that the differences are and I've seem
some very created use of the op=  too.
