I guess you have checked at fedex.com for the shipping table. I haven't
used Fedex, by have found that the "UPS style" lookup can be used for many
shippers, just massage the date into the UPS format.

As for Mastercard, there are several reasons why cards are rejected: your
transaction processing service is not setup for MC, bad number, bad date,
etc.
