[ic] Problem with upgrading to IC 4.7.6 Beta

I upgraded a 4.6.5 install to 4.7.6 (did this as root) and started the
server (user is interch). My 4.6.5 catalogs worked but I couldn't login to
the admin section anymore. I then added my new catalogs (4.7.5 versions) to
the interchange.cfg file and restarted the server. Now all I get is:

We're sorry, the Interchange server is unavailable...
We are out of service or may be experiencing high system demand. Please try
again soon.

Even the one's that worked, don't work now. I went back and remarked out the
new catalogs (back to the original config) and it still doesn't work. No
errors are reported to the log at all. I get:

Low traffic settings.
Calling UI......UI is loaded...
Interchange V4.7.6
Configuring catalog demo...Using default DBM database...done.
Configuring catalog foundation...Using default DBM database...done.

If I add my catalogs I get:

Still no dice? Suggestions please?
