Webmin (http://www.webmin.com/webmin/)is a Web-based system for all sorts of
system management things.  It is extensible using plug-in modules.  It
doesn't have a CPAN module, but it's on their wishlist
(http://www.coastnet.com/~ken/webmin/wish.html).  If you are sufficiently
motivated, you could write one.

By the way, it has a Minivend module.

I am looking for a GUI or web based interface for managing and
installing CPAN modules. AnyOne ever seen such or even heard of one?
