Many Catalogs Sharing the Same User Database, how?

Hi! More experienced experts...

We're setting up a mall with multiple catalogs, but we would like all of these catalogs to share the same user database as
we don't want customers needing to register separately within each individual catalog.  In other words, we would like the
customer to register within one catalog and then can use the same account access all catalogs.

However, simply pointing the user database variable to a common userdb.asc in each catalog.cfg does not solve the problem,
since then one catalog owner can access other catalogs using the same user ID and password.

Any help would be highly appreciated.  Thanks.
