Thanks for the responses Jon and Peter.  It really helps to know why
changing HouseKeeping fixed that.

It's not really a matter of the OP being patient.  After hitting apply
changes the 'reconfig' page will load for about 5 seconds, then bounce
to the info page.  It appears that if housekeeping does not occur
during those 5 seconds the catalog does not reconfigure.  With the
current functionality HouseKeeping times about a few seconds will
cause inconsistent behavior with apply changes in the admin.

It's documented in the ML now, but it would certainly be nice to have
the docs for the housekeeping directive indicate this side effect.
